SJRTD is the regional transit provider for San Joaquin County, serving the Stockton Metropolitan Area and the County with intercity, interregional, and rural transit services. RTD’s 247 employees plus its contracted workers operate 33 local fixed routes to the Stockton metropolitan area, including five Metro Express routes; seven fixed-route Metro Hoppers, with complimentary deviations for ADA-certified passengers; five County Hopper routes that travel to neighboring cities; and three commuter services serving Sacramento, Dublin BART and the Tracy Defense Depot, with subscription service available for commuters. SJRTD’s ridership is 1.4 million as of FY21. The Planning and Service Development Director is responsible for planning and scheduling for all fixed-route, scheduled, and on-demand paratransit services to meet SJRTD's standards for reliability, on-time performance, and customer satisfaction. The Director is responsible for coordinating the assessment of agency transportation system performance with the Transportation Department and other departments to achieve cost-effective utilization of SJRTD’s fleet and operations staff, while attaining high levels of customer and stakeholder satisfaction. This position is responsible for formulating, administering, and integrating processes to define and respond to unmet transit needs and to develop and administer short- and long-range transportation plans and service improvement initiatives to meet SJRTD's mission, vision, strategic goals, initiatives, and core values. The position requires graduation from an accredited four-year college or university, with major coursework in urban or transportation planning, or a closely related field; 10 years of progressively responsible urban or transportation planning experience, at least three of which were in a supervisory or management capacity; or an equivalent combination of training and experience. An additional year of the required experience may be substituted for each year (30 semester hours) of the required education.
