Performs professional program coordination and administration, including technical coordination, project and program development, implementation, innovation, and improvement. Manages a program of moderate scope and impact.

Metro Transit

MCUB & DBE Program Coordinator: Promotes utilization of Metropolitan Council Underutilized Business (MCUB) and Disadvantaged Business Enterprise (DBE) vendors for Metro Transit purchases in collaboration with Council’s Office of Equity and Equal Opportunity (OEEO) and Procurement Departments by maximizing the availability, awareness, and use of Council resources, and by providing support and oversight of the use of guidelines and best practices during the procurement process.

This position is eligible for a hybrid telework arrangement. The candidate's telework location must be in Minnesota or Wisconsin.

What you would do in this job

  • Provides oversight, guidance, and engagement, related to Metro Transit’s business objective of increasing spending with Metropolitan Council Underutilized Business (MCUB) and Disadvantaged Business Enterprise (DBE), ensures alignment with the Council’s larger objective.
  • This position, in collaboration with and as a liaison with Equity and Equal Opportunity (OEEO) services, provides direct input/advice to the senior leadership related to the program; regularly communicate progress towards meeting program goals and objectives.
  • Provides training and technical direction to other Council staff, program participants, and contractors/vendors.
  • This position, in collaboration with and as a liaison with Equity and Equal Opportunity (OEEO) services, creates reports as directed by summarizing program activities and analyzing such activities considering program goals and requirements, in order to document activities, monitor performance and ensure compliance with Council plans.
  • Reviews and analyzes program service delivery for compliance with program requirements; provides recommendations for program changes.
  • Assists with request for proposals and bid specification process, developing scopes of services, participating in evaluation of proposal; works with Procurement and Finance departments.
  • Develop and maintain relationships with key stakeholders (internal and external) to ensure successful collaboration around key program metrics.
  • Performs other related duties.

What education and experience are required for this job (minimum qualifications)

Experience/Education Requirements:

  • Bachelor’s degree or higher in business administration, public administration, finance, contract management, compliance management, program management, or closely related field; AND three (3) years of experience in program, contract, or compliance management.
OR

 

  • Associate degree business administration, public administration, finance, contract management, compliance management, program management, or closely related field; AND five (5) years of experience in program, contract, or compliance management.
OR

 

  • A High School Diploma or GED and seven (7) or more years of experience in program, contract, or compliance management.

 

Desired Qualifications: 

  • Experience working and collaborating in diverse, multicultural and inclusive environments.
  • Experience in small business contracting.

Knowledge, Skills, and Abilities:

  • Intermediate to advanced skills with a variety of computer programs including Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint for the purpose of writing reports, developing business correspondence and standard operating procedures.
  • Strong collaboration skills for the purpose of building, developing, and maintaining effective collaborative working relationships with internal and external partners, and stakeholders.  
  • Excellent written, verbal, and listening skills with a customer-oriented approach.
  • Excellent organizational/administrative skills to effectively prioritize work, meet deadlines, and deliver results.  
  • Skill in presenting information and responding to questions from groups of internal and external customers.
  • Skill in analysis and manipulation of data and information.
  • Demonstrated teamwork skills and multicultural sensitivity awareness.
  • Ability to recommend improvements in procedures for efficiency and to ensure work is done accurately.
  • Ability to work with business partners/stakeholders to fully gather, define and document business requirements, test scenarios, and collaborate on best industry practices.
  • Ability to analyze and understand prices, estimates, and forecasted costs of products/services.
  • Ability to write reports, business correspondence and progress reports.
