Trinity Metro has an immediate opening for a DBE Administrator to provide leadership, guidance, administration, coordination, Federal Transit Administration (FTA) compliance, reporting and outreach for Trinity Metro’s s Disadvantage Business Enterprise (DBE) Policy and Program. The incumbent in this class performs under the general direction of the Sr. Director of Procurement, with much independent, self-directed work. The incumbent performs administrative and technical work designed to meet organizational and FTA objectives. The incumbent is the most knowledgeable staff person in the organization concerning Trinity Metro’s and FTA’s DBE Program and its implementation. The incumbent will look for opportunities to build and enhance the existing DBE Program. The incumbent will also work, as needed, with the FTA. Additionally, the incumbent will have liaison responsibility with the North Central Texas Regional Certification Agency (NCTRCA) and represent Trinity Metro on the NCTRCA’s Board of Directors and provide some procurement contract management oversight.
- Represents Trinity Metro on the Board of Directors of the NCTRCA (North Central Texas Regional Certification Agency).
- Administer, coordinate and direct the implementation of the DBE Program. (Including goal setting and monitoring) across the organization.
- Proactively promote Trinity Metro’s DBE Program utilizing creative methods to increase awareness and overall DBE participation.
- Analyze the availability of DBE firms for major procurements. Recommend appropriate contract specific goals and Trinity Metro’s overall annual goal.
- Provide oversight to the adherence of federal regulations and reporting requirements for the Trinity Metro’s DBE Program, goals, and Policy Statement.
- Advise and solicit non-DBE contractors and consultants of the steps necessary to meet Trinity Metro’s DBE goals.
- Inform DBE firms of Trinity Metro’s procurement process, and provide technical assistance where appropriate. Participate in pre-bid/proposal conferences by presenting Trinity Metro’s DBE Program, goals, and requirements.
- Conduct DBE compliance reviews of bids and proposal submittals.
- Monitor compliance with DBE contracting commitments of prime contractors and consultants and assist in problem resolution.
- Provide technical assistance and support to internal stakeholders regarding the DBE Program.
- Participate in DBE Outreach activities including DBE certification activities as a board member of the North Central Texas Regional Certification Agency (NCTRCA) and Trinity Metro initiated outreach and in-reach activities.
- Monitors and reviews changes and latest developments related to the US Department of Transportation (USDOT)/ FTA’s DBE Program.
- Identify and resolve disputes and conflicts using collaborative problem solving processes, or other techniques as appropriate.
- Maintains a customer service focus to both external and internal stakeholders.
- Revises and enhances Trinity Metro’s DBE Program, as needed.
- Prepares reports as needed to assist management in the formulation and implementation of policies that are called for under federal regulations.
- Advises management regarding Trinity Metro’s DBE and best practices.
- Willingness to learn FTA based procurement and contract administration practices and to perform limited solicitations and contract administration activities.
