The transportation planner provides professional and technical, high-level planning and project management assistance in the analysis and evaluation of current and proposed transportation projects and systems. This position is responsible for technical assistance to support the planning, development and implementation of transit service delivery and is tasked with making policy recommendations to meet transit system performance goals. A bachelor’s degree from an accredited college with casework in transportation, urban planning, public or business administration, data analysis or related field is preferred. A minimum three years of progressive responsibility in transportation-related positions in programming, planning and/or analysis is required. Equivalent combination of education and experience is acceptable.
Some pertinent responsibilities of the position are listed below.
Serves as agency lead on developing multimodal transportation services.
Manages process to assure service is planned, scheduled and ready for implementation by set deadlines.
Oversees data collection including ridership measures and amount of service provided by various measurement units.
Works with Director of Business Development and Community Engagement and the Director of Finance to prepare cost estimates for proposed service changes and finalized service plans.
Conducts research and provides data analysis on existing and proposed transit services including fixed route, on-demand and micro mobility recommending acceptance, rejection or modifications for proposed plans.
Prepares performance reporting for multimodal transportation services and assists in determining key performance indicators.
Drafts reports outlining findings and recommendations concerning various topics related to transit service
Assists the Director of Business Development and Community Engagement in determining utilization under various contracts and agreements.
Assists in conducting Title VI service analysis.
Utilizes data to determine locations of bus stops, shelters and other amenities.
Assists the department in the preparation and review of transit-related materials such as timetables, etc.
Works with transportation planner I to prepare and report data for National Transit Database (NTD) submissions and maintain NTD certification of APC data.
Applies, develops and evaluates travel simulations models; geographic information systems procedures and computerized software applications.
Works in coordination with the Director of Business Development and Community Engagement to represent the authority at various planning meetings, as well as at the agency’s public hearings and community input meetings. Responds to community questions and input on the agency’s service.
Keeps abreast of transportation funding requirements; reviews regulations and procedures to assist the agency in meeting regulatory requirements.
Monitors the activities of local jurisdictions related to land use and planning to assess impacts on residents’ use of transit, and other modes of mobility.
Works with other agency departments to meet goals and assure regulatory thresholds in areas such as the Americans with Disabilities Act, Title VI and safety.
Performs other duties as assigned.

Starting salary (dependent upon experience and qualifications) $69,062 - $78,220

CATA was first incorporated on May 17, 1974 and then reorganized into its current format on February 5, 1982 by five local municipalities: the Borough of State College and the four surrounding townships: Patton, Ferguson, Harris and College.
