Role Title Proposal Director Location Boston or Remote
Leads a team of proposal managers, writers, and coordinators to ensure delivery of high-quality technical proposals and presentation materials to public transit RFPs, in support of Keolis’ strategic growth objectives. Role is focused on driving continuous improvements into proposals (both process and content), as a service to the Commercial Development team.

Knowledge and Experience
5 years of professional experience in a management capacity preferred Proposal production experience as a manager Experience producing lengthy, formal documents that require inputs from multiple disciplines/subject matter experts Proposal strategy execution Record of continuous proposal score improvement Transit experience a plus Market research/competitive analysis Salesforce experience a plus Graphic design experience a plus
Key Accountabilities Pre-RFP Performs competitive analysis to develop strategies to develop Keolis’ differentiation Monitors proposal results and drives proposal score improvement actions Ensures talent on proposal team drives higher scores and bid process efficiencies Drives continuous improvement into proposal library as an efficient technical score maximizer Incorporates market intelligence into proposal strategy, with focus on expediting eventual proposal customizations Leverages pipeline to project future workloads and ensure staff availability Focuses on succession planning and maintaining a full staff of writing professionals Supports the creation of new content for proposals and/or marketing efforts
RFP Response Ensures high visibility on the status of proposal responses, key issues to address, and schedule adherence Ensures that proposals are designed to maximize scores Oversees administration of Q&A process Oversees DBE administration efforts Ensures SME buy-in on proposal customizations Ensures alignment of proposal managers and pricing analysts Oversees production/compliance
Q&A Management Oversees preparation of interview presentation Administers post-RFP FOIA Initiates continuous improvement actions, based on process observations, proposal results, and proposal scores
