DEPARTMENT OVERVIEW
The Business Resource Center (BRC) aims to build a strong foundation for UCOP financial operations, allowing departments to focus on their core duties. Our goal is to standardize procedures and controls to ensure maximum service to departments, as well as efficient, controlled and compliant transaction processing for administrative functions. BRC staff strive to provide excellent service while demonstrating accountability to stakeholders, including the Regents and the public.
POSITION SUMMARY
This is a TEMPORARY position within our Temporary Office of the President Staffing (TOPS) program (duration of 1+ years).
We're excited to introduce this new key position within our CAAP team: the Parking and Transportation Financial Program Manager. This role is essential in overseeing and optimizing UCOP's comprehensive parking and transportation services.
The Program Manager will be responsible for the end-to-end management of this critical operational area, including:
Budget development and financial oversight
Accounting and financial reporting
Vendor and supplier relationship management
Administration of employee payroll deductions
Ensuring IRS tax compliance for transportation benefits
As a new role, the incumbent will be responsible for developing and documenting internal and external procedures and making recommendations for how the program can be improved.
This position demands a unique blend of financial acumen, operational expertise, and a commitment to service excellence. The ideal candidate will streamline processes, enhance program efficiency, and ensure seamless experiences for UCOP community members utilizing parking and transportation services.
By joining our high-performing CAAP team, the Parking and Transportation Financial Program Manager will play a crucial role in supporting UC's mission through effective resource management and innovative solutions in campus mobility.
KEY RESPONSIBILITIES
35% Program Management
Oversee and manage daily operations of the pre-tax commuter benefits program for the Office of the President employees. Develop and maintain database to track employee requests to add, change or discontinue benefits. Ensure these requests are implemented timely and correctly
Develop and implement strategic plans to improve program efficiency and effectiveness. Develop marketing plans, including program highlights, commuter benefits management, and alternative and sustainable transportation programs
Establish key performance indicators and monitor program success
Customer Service and Communications: Serve as primary point of contact for parking and transportation inquiries. Develop and implement communication strategies to inform UCOP community about services and changes. Address and resolve complex customer issues
Continuous Improvement: Stay informed about industry best practices and emerging trends in parking and transportation management. Identify and implement process improvements and innovative solutions. Lead change management efforts related to program enhancements
Sustainability and Alternative Transportation: Promote and develop alternative transportation options (e.g., carpooling, biking, public transit). Collaborate with sustainability teams to align parking and transportation programs with UC's environmental goals
40% Financial Management
Manage highly complex program budget, including forecasting, tracking expenses, and revenue analysis
Apply advanced financial services and accounting concepts to oversee highly complex accounting processes related to parking and transportation services. In addition, process supplier invoices, and identify and process corrections to the general ledger
Ensure accurate financial reporting and compliance with UC policies, IRS regulations, and other laws and regulations that are associated with parking/transportation benefits
Payroll and Benefits Administration: Oversee employee payroll deductions for parking and transit benefits. Manage the administration of pre-tax transportation benefit programs. Coordinate with HR and payroll teams to ensure accurate processing
Prepare regular reports on program performance, utilization, and financial status, including monthly reports to program participants allowing them to track usage. Conduct data analysis to identify trends and opportunities for improvement. Present findings and recommendations to leadership
Applies advanced financial services and accounting concepts to perform highly complex technical analyses and reconciliations
15% Knowledge Management and Process Documentation
Develop, implement and maintain comprehensive programmatic and financial transaction processes and procedures, documenting both internal workflows and external interactions in detail. This documentation serves as the foundation for a streamlined, efficient program by:
- Ensuring consistency and continuity in operations
- Facilitating knowledge transfer and cross-training among team members
- Enabling swift onboarding of new personnel
- Providing a clear audit trail for compliance purposes
- Identifying opportunities for process optimization and automation
10% Vendor and Contract Management
Manage relationships with parking operators, transportation service providers, and technology vendors
Engage Local Procurement to negotiate and administer contracts, ensuring service level agreements are met
Evaluate and select new vendors as needed to support the program
MINIMUM QUALIFICATIONS
Mandatory Parking and/or Transportation professional experience
Advanced knowledge of financial or accounting concepts, policies and procedures, as well as related accounting and regulatory compliance requirements
Advanced knowledge of organization and systemwide financial processes and procedures. UC or higher education preferred, but equivalent experience in the private sector qualifies
Advanced skills in the use of Excel, including advanced formulas, VLOOKUP, and pivot tables
Analytical skills sufficient to develop and implement financial data management and reporting systems, including databases
Strong interpersonal skills and ability to work effectively across the organization at all levels
Skills in project management, leadership, and process re-design
Advanced knowledge and understanding of internal control practices and their impact on protecting University resources
Advanced leadership skills to provide guidance, coaching and mentoring to professional and support staff within the department and across the organization
Service orientation, ability to multi-task effectively in a varied, high-volume environment, managing competing priorities; uses sound judgment and decision making, critical thinking, creative problem solving, and effective verbal and written communication skills. Understands the importance of balancing compliance with service excellence
PREFERRED QUALIFICATIONS
Smartsheet experience preferred, including the use of forms, automations, and project management functionalities
WORK EXPERIENCE
Minimum of 8 years of experience in program and financial management related to parking and transportation.
EDUCATION
Bachelor's degree in related area and/or equivalent experience/ training
