Join our team as the Public Transportation Division administrator! In this role, you will oversee the Public Transportation Division and provide statewide leadership and vision for public transportation, walking, biking and passenger rail. You will also promote, develop, fund and manage multimodal transportation systems and facilities across the state. These important systems and facilities aim to enhance access for Oregon's residents and visitors, facilitate the efficient movement of goods, support healthy and sustainable travel choices, improve safety and boost Oregon's economy. Primary contact for transportation committees, legislators and key agency staff.
Develop and maintain the public transportation system network through various sources to improve livability and reduce emissions.
Develop strategies to prioritize investments, and advance work efforts to create a more modern and integrated statewide multimodal system.
Implement policies, goals and programs for public transit options and implement investment strategies through regional transit coordinators, regional staff and local agency partners.
Work with other units and create guidance to ensure compliance with federal and state regulations.
Monitor, assess and analyze the effectiveness of projects in alignment with investment goals and expectations.
Help develop departmental policies and strategies concerning division programs and financing at the state and national level and assist in solving department problems.
Manage public transportation division key staff selection, development and performance evaluations.
Work is performed in an office environment with hybrid work options available – in-person work in the office is required at least two days per week.
Frequent statewide travel and occasional interstate travel to attend meetings is required, with some trips requiring overnight stays.
May need to be available for emergency situations 24 hours a day, 7 days a week including holidays.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by95%.

Minimum qualifications:
Seven years of management experience.
OR
Four years of management experience and a bachelor’s degree in a related field.
Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Five years of experience directing high-level management of both individuals and teams.
Five years of experience with management or program development specific to public transit, including but not limited to at least two of the following: bus, light rail, rail, high speed rail, bike, pedestrian program oversight.
Five years of experience developing and implementing public policy with preference given to applicants with experience implementing public transportation policy.
Five years of experience with public transportation funding, including knowledge of federal funding sources, federal funding requirements or understanding of public transit state funding mechanisms.
Five years of experience developing public sector budget and policy.
Five years of experience working with elected officials including but not limited to governors, legislators and county and city elected officials.
Experience coordinating policy alignment with external partners.
