The Regional Transit Authority gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools, and fun seekers to entertainment, shopping areas, and restaurants. We provide mobility to residents of the city as well as tourists, taking them to and from their hotels to historical neighborhoods and countless attractions. RTA’s system includes 5 streetcar lines, 30 bus routes, 2 ferry routes, and paratransit services. Our passengers take more than 19 million rides every year.

SUPERVISOR RESPONSIBILITIES
Supervises and manages a team and/or management processes including the full range of management duties
Recruits, interviews, hires and appraises employees (performance evaluations) on their productivity
Delegates and oversee the daily workflow of the department
Motivates, guides, mentors, and coaches employees on their development
Recommends to senior management internal promotions and changes including discipline and termination of employees in accordance with company policy
Performs other related duties as assigned
JOB SUMMARY
This position provides the leadership and management for the overall activities of transit operations in the Mobility Services & Alternative Modes Department including scheduling, planning, analysis, and administration in order to achieve the RTA’s mission and goals and meet the mobility needs of the customers in greater New Orleans. In addition, this position provides the vision, leadership, and management for the overall activities of the RTA including but not limited to the research, development, and implementation of alternative modes including, but not limited to micro-transit mobility and non-emergency medical transportation. This is high-level management responsible for directing and managing all activities of the Mobility Services & Alternative Modes Department. This position has extensive latitude for independent judgment within RTA policies and procedures. This position is responsible for executive oversight ensuring department service staff perform in a manner consistent with the requirements and standards defined in the contracts through monitoring of key performance indicators, vehicle condition and readiness, monitoring and evaluating Operations’ activities, on-time performance, missed runs, revenue/cost data, total work hours, total pay hours, customer complaint and resolve data, accident data, road call data, and other operations related functions.

Develop and directs efforts to achieve the strategic and operational priorities of the department.
Communicates and provides support to the Chief Operations Officer on a regular basis providing relevant information to profitability and organizational performance.
Develop reporting systems that track the financial performance, service quality, market opportunities, and trends of the organization. Ensures increased productivity, improved on-time performance, and decreased the number of complaints.
Develops and implements an operating plan addressing baseline priority, and short and long-term goals for the following areas: communications, facilities, finance, information systems, training, vehicle maintenance, operations, safety, and compliance as well as other critical areas.
Develops and implements a business plan and budget which (a) identifies opportunities for increased market share for current services and new ventures and (b) creates strategies to improve profitability and performance.
Oversees management and operations of the division directly accountable for financial performance and service quality.
Serves as the liaison with various external organizations and professional associations.
Manages projects as assigned by the Chief Operations Officer.
Develops and annually updates a “Locally Developed, Coordinated Public Transit-Human Services Transportation Plan” which identifies the transportation needs of individuals with disabilities, older adults, and individuals with lower incomes; provides strategies for meeting those local needs and prioritizes transportation services for funding and implementation.
Directly oversees the staff monitoring quality assurance and quality control, cost analysis and adherence, data management, long-range fleet requirements, long-range capital asset plan, maintenance information systems, operational use of ITS and radio systems, and other related functions.
On-call 24/7 and immediately respond to and notify the Chief Operations Officer of accidents, incidents, and emergency situations involving RTA customers and employees immediately when major problems occur, working with other departments as necessary. This includes weekend investigations in addition to the normal weekday duties.
Direct studies, investigations, and analysis at the direction of the Chief Operations Officer preparing verbal and written reports of findings and recommendations.
Assists with the planning and oversight of RTA’s Paratransit departments to ensure appropriate levels of service to the public and determine and implement short/long-term strategies needed to support agency goals and plans.
Ensures that the labor contract is consistently followed in a manner to promote good labor/management relations.
Prepares and participates in the negotiations of labor contracts in monthly joint labor-management meetings.
Confers with service vendor(s) and CBA representatives to resolve current and prevent future employee relations issues, ensuring compliance with Federal obligations relative to the protection of workers’ rights and labor agreements.
Maintains, supports, and promotes a safe work environment.
Ensures safety training and enforces all regulations related to employee and public safety within the public transit system, contributes to the coordination of Risk Management, Safety, and Security functions.
Assists in responding to the Federal Transit Administration (FTA) Triennial Reviews and comments.
Directs the activities of RTA services in compliance with the Americans with Disabilities Act (ADA) providing accommodation to qualified individuals.
Establish department goals and objectives and departmental standard operating procedures which support the overall RTA goals.
Prepares and monitors departmental budget in order to meet the goals of the RTA and develop staffing and budgeting requirements.
Represents RTA in coordinated transportation planning activities for special events as well as with the public on service-related matters.
Represents the department at meetings with the RTA, consultants, and others concerning bus and rail transit operations and needs.
Effectively train, supervise, and evaluate subordinates to ensure that RTA policies and procedures are followed.
Contributes to ensuring that the EEO policies and programs are carried out.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the Americans with Disabilities Act (ADA) and its specific applications to public transportation.
Knowledge of the updated JARC (Section 5316). NFP (Section 5317) and Elderly Individuals and Individuals with Disabilities (Section 5310) programs.
Knowledge of federal programs which provide transportation funding for the targeted population.
Knowledge of the principles, procedures, and strategies of coordinated human services transit-transportation planning and coordination strategies.
Knowledge of Federal Transit Administration (FTA) and Louisiana Department of Transportation (LDOT) policies, procedures, and practices.
Demonstrated ability to partner and collaborate with a diverse staff, address complex or sensitive situations, to advance the goals and strategies of RTA.
Experience in coordinating transit safety and service delivery, field operations, labor relations, staff development, and collective bargaining negotiation skills in a union environment strongly preferred.
Knowledge of, or the ability to rapidly attain knowledge of the RTA paratransit system, operation and maintenance plans procedures and collective bargaining agreements.
Excellent interpersonal skills and ability to communicate effectively, both orally and in writing, provide leadership and speak before public groups, community leaders, government representatives, and customers concerning operation issues.
Ability to establish and maintain effective working relationships with all levels of staff, and effectively train, supervise, and evaluate subordinates.
Demonstrated ability to budget, plan, and allocate corporate resources in a large organization and consistently meet deadlines.
Demonstrated ability to exercise critical thinking, analysis, and managerial judgment.
Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate the outcome.
Proficiency with spreadsheet, word processing, presentation, database, and project management software.
Ability to read and understand transportation and program planning documents and standards. Ability to prepare clear and concise oral and written reports.

EDUCATION
Bachelor’s degree or Master’s degree in business administration, management, transportation, urban planning, engineering, or a closely related field required.
Or any combination of education and experience deemed to be comparable.
EXPERIENCE
Four (4) to seven (7) years of progressively responsible experience with a public transit system handling the day-to-day operations of service planning, accessible services, human services transportation coordination, or a related field.
Experience at an executive level with independent decision-making authority.
A successful candidate must have experience in working with excel spreadsheets and the ability to develop, create, and fluidly use PowerPoint in the development of presentations.
LICENSING REQUIREMENTS/DEMANDS

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Must be able to work various hours in excess of eight (8), seven (7) days per week.
Must be available twenty-four (24) hours daily, in emergencies.
Ability to work a flexible schedule that may include evenings and weekends.
Must be able to work in various types of weather conditions.
Extended periods sitting at a table, desk, or workstation with the use of a computer; normal visual acuity and field of vision; hearing, speaking, and color perception; work involves periodic bending, stooping, reaching, standing, and walking; requires dexterity in operating office machines and equipment; periodic need to carry items for short distances weighing up to 10
