FCDOT is seeking a heavy-duty maintenance experienced professional to join the Transit Services Division (TSD). Serving as the Fleet Maintenance Manager, this position is primarily responsible for oversight and administration of the Fairfax Connector and Fastran bus fleet planning and maintenance management program, including the implementation of new technologies and zero-emission propulsion systems. This position also coordinates and administers other vehicle-related projects and programs and personnel assigned/related to TSD. Candidate will be working closely with contracted service providers, and various Fairfax County and external agencies.
Responsibilities include:
Overseeing contracted services for Fairfax Connector fleet maintenance to ensure high-quality Fairfax Connector services
Overseeing personnel involved in the management of Fastran fleet maintenance program
Monitoring maintenance activities of the service provider and contract employees, including reviewing assigned responsibilities, tracking performance data, and evaluating compliance with contractual provisions
Identifying contractual non-compliance and supporting actions steps directed by the Transit Services Section and Division Chief
Supervising activities of maintenance personnel assigned to the section and monitoring implementation of preventive maintenance program and other provisions of Fleet Management Plan
Staying abreast of current and emerging technologies related to heavy duty vehicle maintenance, including zero emissions technology
Developing budgets and providing annual budget requests for vehicle maintenance needs including support documentation; providing administrative support for billbacks and other expenses related to maintenance of Fairfax Connector fleet
Supporting development of asset improvement and replacement programs for revenue and non-revenue fleets
Providing support to efforts of securing funding for fleet needs and activities
Coordinating and leading specialized fleet projects including vehicle acquisitions, mid-life rehabilitations, new technology developments, and safety or maintenance campaigns
Conducting Quality Control inspections of vehicles at production plants and County facilities; reviewing and enhancing Connector Quality Assurance Program
Managing activation and participation of key personnel assignment to address inclement weather, incident management activities and other tasks associated with emergency preparedness
Responsible for coaching, mentoring, training, and performance evaluations of assigned staff
Participating other tasks as assigned

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al). CERTIFICATES AND LICENSES REQUIRED: Valid driver's license
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Bachelor’s degree and at least seven years of experience in heavy-duty fleet maintenance.
Extensive knowledge and experience with maintenance performance measures.
Knowledge and experience in vehicle maintenance management systems.
Knowledge and experience in zero emissions technology.
Knowledge and experience in developing fleet programs and conducting analysis to ensure optimal life cycles and state of good repair goals are achieved for heavy-duty equipment.
Knowledge and experience with contract administration.
Proficiency in Microsoft Office Suite applications.
Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
Knowledge and experience in Quality Control/Assurance program.
PHYSICAL REQUIREMENTS: Conducts periodic field observations requiring standing, riding, and exposure to the elements (weather). However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. Work is generally sedentary.
