Job Summary:
The Project Manager will manage and coordinate the development of strategic, City-wide and secondary plan transportation, traffic engineering and active transportation projects and initiatives, including transportation EAs and secondary plan transportation studies. The Project Manager will work closely with other departments to ensure that these plans are aligned with the overall goals and objectives of the City.
The Project Manager will also prepare 5 and 10-year roads and active transportation capital plans that include identifying project priorities, funding requirements, stakeholder consultations and process for obtaining senior management and Council approvals in conjunction with other departments.
The Project Manager will ensure compliance with all applicable City standards and design criteria for roadway, intersection and active transportation designs, coordinate with parties associated with infrastructure and development planning, including developers, consultants, planners, lawyers, architects, and other City departments and public agencies, and conduct technical investigations, analyses, surveys and research to resolve complex transportation problems and identify solutions.
A skilled communicator, you will also prepare reports, briefing notes, and presentations, respond to queries, and represent the City at meetings with the public and stakeholders, City Council and at the Ontario Land Tribunal, court proceedings and other tribunals
Key Duties and Responsibilities:
Manage and coordinate the development of strategic, City-wide and secondary plan transportation, traffic engineering and active transportation projects and initiatives, including roads and active transportation EA studies and secondary plan transportation studies.
Prepare 5 and 10-year capital plans related to roads and active transportation network improvements, including identifying project priorities, funding requirements, stakeholder consultations and process for obtaining senior management and Council approvals in conjunction with other departments.
Undertake all tasks related to the procurement of consultant and contractor services including Terms of Reference/Scope of Work preparations, project budget and schedule estimates and requests, proposal evaluations, project management tasks including processing invoice for payment, providing progress updates, etc.
Represent the City at technical committees and provide input to strategic transportation studies and initiatives undertaken by external agencies including by adjacent municipalities, regional and provincial government agencies.
Coordinate and consult with parties associated with infrastructure and development planning, including developers, consultants, planners, lawyers, architects, and other City departments and public agencies, and conduct technical investigations, analyses, surveys and research to resolve complex transportation problems and identify solutions.
Prepare reports, memoranda, briefing notes, and presentations, respond to queries, and represent the City at meetings with the public and stakeholders, City Council and at the Ontario Land Tribunal, court proceedings and other tribunals.

Minimum Education and Experience Required:
Designation as a Professional Engineer (P.Eng.) licensed in the Province of Ontario, in good standing, with a degree in Civil Engineering or equivalent from a recognized university.
PMP designation would be an asset.
Minimum 5 years of working experience in transportation planning/engineering.
Proven knowledge and understanding of various transportation planning and traffic engineering theories and design principles.
Demonstrated work experience related to the functional planning and preliminary design of urban roads including knowledge of relevant geometric design standards.
Knowledge of the Municipal Class Environmental Assessment, and familiarity with various other municipal, provincial, and federal acts, policies, and guidelines as they pertain to road and active transportation facilities.
Familiarity with transportation demand forecasting and understanding of transportation-related software packages.
Demonstrated experience in managing and completing complex multi-disciplinary transportation projects.
Good knowledge of the Ontario Planning Act and applications submitted under the Act including Official Plan Amendments, Secondary Plans, Zoning By-Law Amendments, Plans of Subdivision, Site Plan Control, etc.
Ability to work effectively with developers, consultants, contractors, colleagues, elected officials, and other internal and external clients and stakeholders.
Highly developed personal, interpersonal, presentation and teamwork skills, with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
Ability to attend meetings at various locations within and beyond York Region, during and outside regular business hours.
Familiarity with safety on construction sites and near roadways.
A valid Ontario Driver’s Licence – Class G in good standing and access to a personal vehicle for business purposes.
Proficiency in the use of general computer software, including Microsoft Windows, Outlook, Excel and Word
