Develops scope of work with operating and other regulatory units. Develops preliminary budgets, schedules, feasibility studies and cost/benefit analysis for routine and complex engineering projects.
Performs track and track structure design for inhouse design projects, supervises and approves plans, specifications and cost estimates, schedules and other contract document preparation by extension of staff design consultants or assigned inhouse staff. Reviews designs and contract plans prepared by external consultants.
Oversees code review, permit submittals, and regulatory reviews, etc.
Oversees the preparation for evaluation and approval of change ordersrelated to design changes.
Performs bid analysis. Provides technical support regarding questions, submittals based on technical input from consultant.
Selects consultant by RFP.

Typical indicative of an office environment and capable of hiking/light climbing for field visits.

Education, Experience and Qualifications:
Baccalaureate degree in Engineering and four years of applied progressive experience in design of track and track systems.
Professional Engineer License is desired but not necessary.
Knowledge and Skills:
Understanding of basic project management and staff management and advance understanding of railroad track design.
