 Headquartered in Denver, RTD covers 2,345 square miles and eight of the twelve Colorado counties in the Denver-Aurora-Boulder Combined Statistical Area.  Reporting to the Deputy Chief Executive Officer (DCEO), RTD&#8217;s safety leader is responsible for the development and execution of a long-term system safety strategy; the implementation, management, and execution of the Public Transportation Agency Safety Plan (PTASP); establishing, managing, and monitoring all safety standards, processes, and communication; the full implementation and continuous improvement of the agency&#8217;s Safety Management System (SMS); management of the Operational Risk Management (ORM) framework; leadership in safety incident, accident, and hazard investigations; advising the leadership team on all safety regulations and best practices; ensuring compliance with environmental permits, direction for clean-up and remediation; and power people management while fostering a safety culture within the organization. 
 A typical way of demonstrating qualifications for this position include possessing a   bachelor&#8217;s degree (master&#8217;s preferred) in health and safety, safety engineering, environmental health, or related engineering or physical sciences plus a minimum of 10 years of experience in system safety principles, industrial hygiene, safety engineering, and environmental compliance as well as a minimum of five years of supervisory experience in a public transit or similar regulated industry. National Incident Management System (NIMS) Incident Command System All-Hazards Position Specific Safety Officer training course (E/L 954) is required. Additionally, candidates must either possess or have the ability to acquire the following certifications and documentation: Public Transportation Safety Certification Training Program (PTSCTP) and a valid Colorado driver&#8217;s license. A Certified Safety Profession (CSP) or Certified Industrial Hygienist (CIH) is preferred.

 ESSENTIAL DUTIES &#38; RESPONSIBILITIES

 &#8226; Acts as the Chief Safety Officer for the Agency. 
 &#8226; Oversight responsibility for all Agency safety &#38; security related issues. Conduct safety/security inspections/audits of the work environment, employee activities, and the transit system in general to detect existing or potential safety and security problems; co-operatively assists departments in identifying solutions and ensuring corrective action is implemented. Conduct such audits/inspections of contract operators. 
 &#8226; Act as the Agency&#8217;s security liaison with federal, state and local law enforcement agencies. 
 &#8226; Develop, implement, and maintain the Agency&#8217;s Emergency Management Plan, Emergency/Disaster Response Programs, coordinates the Emergency Management &#38; Business Recovery Planning process. Reviews, revises, maintains, and/or develops manuals and procedures related to loss prevention and security; compiles information necessary to produce security related reports. Additionally assists with same for coordinating agencies and contractors. 
 &#8226; Has oversight and management responsibility for the development, implementation and ongoing progress of the Agency Security Operation Center (SOC). 
 &#8226; Has the authority to implement safety mitigating measures and recommendations. Can directly brief the CEO at any time regarding safety or security hazards, concerns, and activities. Has a direct line of reporting to the CEO when necessary. 
 &#8226; Establish goals, objectives, strategies, plans, rules, procedures, and programs to improve safety, security and environmental management for administration, bus and rail operations. Develop and recommend corresponding safety policies to executive management, and coordinate assigned activities with other departments, programs, and outside agencies. 
 &#8226; Develop realistic and data-driven safety performance indicators and safety performance targets. Develop methodologies for assessing the effectiveness of security operations and training programs. 
 &#8226; Verify compliance with the Agency Safety Plan(s) with relevant legislation, guidelines, and standards. 
 &#8226; Provide direction, interpretation, and recommendations over technical matters such as facility renovations, and other areas (e.g., standards for safe working, job hazard analyses, development of policies and standard operating procedures, etc.). 
 &#8226; Coordinate closely with departments, contractors, procedures, and programs related to bus, rail and mobility services operations safety activities that involve passenger injuries or incidents (e.g., disruptive behavior), pedestrian incidents or incidents with other road users (e.g., collisions), preventing and mitigating worker assaults, emergency response, and security procedures for the different modes. May conduct investigations, working to identify root causes in order to identify appropriate preventive work procedures. 
 &#8226; Develop and deliver safety training, competency, and awareness programs, and provide input and final review in developing training activities in support of programs. 
 &#8226; Consult on accident review process for applicable departments. Complete field audits across the agency for all modes of service. May assist to review and classify accident and incidents reports and investigate injuries on the property in coordination with the department heads or designees involved. Analyze accident/incident data and provide reports and recommendations and identify required adjustments to policies and procedures and training. 
 &#8226; Direct the development and coordination of the emergency response management process and coordinate with departments and external responders, where applicable. Coordinates and manages the activities of the  safety/emergency/security  committees and attends meetings related to security and safety services issues.  ESSENTIAL JOB FUNCTIONS: 
 
 Provide strategic leadership for the LinkUS program, setting direction for staff and consultants and ensuring alignment with regional priorities. 
 Serve as the executive leader for COTA&#39;s capital improvement program, establishing the policies, governance structures, and performance standards that guide major capital investments. 
 Oversee long range capital planning, including the 5-year Capital Improvement Plan, system expansion strategies, and state of good repair initiatives, in coordination with COTA leadership and the Board of Trustees. 
 Lead and develop a high performing team responsible for delivering complex, multi-disciplinary transit and transportation projects on schedule, within budget, and to defined quality standards. 
 Act as the accountable executive for all phases of project execution-design, engineering, right of way, utility coordination, procurement, and construction-while partnering with planning and asset management to ensure enterprise alignment. 
 Direct the evaluation of program and project performance against strategic goals, providing high level decisions and guidance to address risks, resolve issues, and adjust priorities when needed. 
 Ensure compliance with all relevant federal, state, and local regulations, while proactively managing project risks and maintaining safety and environmental standards. 
 Lead development and administration of annual staffing, operating, and capital budgets, working closely with Finance and Procurement to ensure fiscal discipline, transparency, and supplier diversity. 
 Maintain strong relationships with public officials, boards, community leaders, and regional partners through consistent, transparent communication on program progress, challenges, and outcomes. 
 Represent COTA with federal agencies, local organizations, and professional associations to advance strategic partnerships and secure support for major initiatives. 
 Provide executive leadership for LinkUS program elements beyond capital delivery, including transit service enhancements, transit supportive infrastructure grants, and transit-oriented development initiatives. 
 
 Requires a Bachelor&#39;s degree in Engineering, Planning, or Business Management and ten (10) years&#39; progressive leadership overseeing public transportation infrastructure projects, including large?scale capital improvements with budgeting responsibilities, and experience working with local and state government, preferably within Ohio. An equivalent combination of education/training and relevant experience will also be considered. 
 Procore and PMP certifications preferred. 
 Knowledge of principles, practices, policies, and laws associated with transportation and capital projects.</description>
