POSITION SUMMARY:
Manage various planning projects related to Federal Transit Administration (FTA) Small Start Bus Rapid Transit (BRT) projects including conceptual planning, LPA selection, environmental clearance and preliminary engineering; Provide oversight and guidance to professional/technical consultants, inform agency staff and coordinate with the FTA; Arrange and facilitate cross-departmental working groups, cross-governmental partnerships and institutional relationships to implement innovative transportation solutions; Communicate priorities to meet project deadlines, provide strategic direction in policy development and direct major projects to achieve agency goals. Serve as a transit planning subject matter expect throughout corridor development and construction to support the LinkUS Program Manager.
Perform other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.
ESSENTIAL JOB FUNCTIONS:
Serves as Planning Project Manager for Rapid Transit Projects (including FTA Small Starts Projects) from conceptual planning through selection of locally preferred alternatives, then completing the environmental analysis documentation, preliminary engineering and project submittal to FTA
Assists Engineering & Design PM and Construction PM on project advancement after planning phase of Rapid Transit projects
Understands federal, state or local requirements and trends necessary for planning, design, and implementation of rapid transit projects; knowledgeable of Capital Investment Grant program guidance, Environmental Justice and Justice 40 guidelines
Prepares Request for Proposals where professional services are required and participates in evaluation committee(s) selecting contractor/consultant team(s) for professional service contracts, then manages said teams' work
Acts as Quality Assurance/Quality Control Manager for contracts to ensure consultant teams perform at a quality level that meets COTA requirements, and engages internal resources as needed to verify quality performance and successful completion of deliverables

MINIMUM EDUCATION & EXPERIENCE REQUIRED:
Bachelor's degree in city and regional planning, transportation and logistics or other related field
Five (5) years of experience in planning
An equivalent combination of education and experience will also be considered
