 Description 
 Works closely with the Chief Risk, Corporate Safety, and Asset Management Officer to develop and implement Metro&#39;s Risk Management, Safety Management, and Asset Management programs to manage enterprise risks with a balanced approach to risk insurance and financing; and to mitigate hazards, injuries, and accidents by ensuring compliance with federal, state and local safety regulations.

 Examples of Duties 
 
 Supports the Chief Risk, Corporate Safety, and Asset Management Officer in the establishment and development of policies, procedures, goals, performance measures, and strategies for Risk, Safety, and Asset Management 
 Leads the overall development, implementation, and administration of Metro&#39;s transit safety functions and compliance activities including Construction Safety, Transit Operations Safety programs, Occupational Health and Safety programs, agency safety plans, and programs mandated by state and federal laws 
 Directs Metro&#39;s Risk Management functions, including General Liability, Workers&#39; Compensation, Excess Liability, and Builders Risk; operates Metro&#39;s insurance company PTSC-MTA (Public Transportation Services Corporation-Metropolitan Transportation Authority) Risk Management Authority (PRMA) efficiently and effectively, maintaining compliance with the California Labor Code where applicable 
 Leads the development, implementation, administration, and review of all aspects of Metro&#39;s asset management objectives and initiatives; improves the quality of Metro information regarding its asset inventory and improves the prioritization of SGR (state of good repair) investments 
 Directs the establishment and implementation of long-range Safety, Continuity of Operations, Risk Management, Asset Management and Management Audit Services&#39; goals, financial strategies, budget, plans, and priorities, and establishes department standards of performance 
 Partners with the Chief Risk, Corporate Safety, and Asset Management Officer to ensure that department program and plans are in compliance with applicable risk, safety and asset management laws, rules, codes and regulations; resources are effectively managed; and corrective actions are implemented in a timely manner to ensure compliance 
 Assesses and mitigates agency risks related to Metro&#39;s reputation, property, employees, emergencies, disruption, and third-party bodily injury and property damage 
 Advises and makes recommendations to the Chief Risk, Corporate Safety, and Asset Management Officer, CEO (Chief Executive Officer), and Board of Directors on safety and related environmental issues; provides recommendation on issues 
 Directs the development of programs for insurance underwriters to provide coverage for Metro&#39;s loss exposure and establishes insurance and indemnity requirements for all construction projects, agreements, MOUs (Memorandums of Understanding) to control and manage risk exposure 
 Contributes to the direction on comprehensive transportation safety design reviews to identify and mitigate hazards in facilities, systems, and equipment design and implementation 
 Contributes to the direction on external and internal audit functions to ensure completion in accordance with established policies and procedures, and completion of mandated audits 
 Coordinates with intra-agency departments to ensure that safety, risk management, and asset management programs are effectively developed and implemented 
 Prepares and presents written and oral reports to executive management, the Board of Directors, outside agencies, and the public 
 Represents Metro on safety, continuity of operations, risk management, and audit issues at meetings, conferences, and public events 
 Provides guidance, coaching, mentoring, training, oversight for development of staff, and consulting services to internal Metro departments on safety, insurance, and indemnity matters 
 Advocates Metro&#39;s safety vision; approves and adopts the agency&#39;s safety rules, policies, and procedures; communicates safety expectations; and maintains accountability for the safety performance of the entire agency

The San Francisco Bay Area Rapid Transit District (BART) is seeking a highly motivated individual to lead and manage the daily activities and operations related to transportation station operations, passenger and employee safety and program performance evaluation. &#xa0; This position will be responsible for providing high level assistance to the Assistant Chief Transportation Officer, Service Delivery, manage a dedicated team of station and rail operations professionals responsible for ensuring the safety, efficiency, and service quality, and&#xa0; delivery of on-time rail service that directly impact , and perform related duties as assigned.  Assumes management responsibility for assigned services for all activities and operations relating to the development, preparation and dissemination of procedures, standards, directives and manuals for station and rail operations passenger services and performance reporting including coordinating safe and efficient revenue operations, and developing and administering assigned safety programs. 
 Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures. &#xa0; 
 Monitors and evaluates the efficiency and effectiveness of transportation service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels. 
 Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. 
 Develops, prepares, evaluates operational strategies and directs the dissemination of methods and procedures for station and rail operations, appearance and performance reporting. 
 Meets with representatives of the District to ensure safe and efficient revenue operations; coordinates related activities of the transportation operations with those of other departments and divisions. 
 Develops and administers the safety program, and related activities for assigned personnel; implements safety rules, regulations and procedures; develops and disseminates safety bulletins; organizes and schedules safety training workshops. 
 Analyzes and evaluates transportation operations to determine budgetary impact in the event of service delivery changes; reports findings to Chief Transportation Officer and/or other management staff as requested. 
 Directs the preparation and submission of a variety of technical and complex reports regarding transportation operations. 
 Monitors developments and legislation related to assigned area of responsibility; evaluates impact upon district operations; recommends and implements equipment, practice and procedural improvements. 
 Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 
 Oversees and participates in the development and administration of the division&#39;s annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments. 
 Serves as the liaison on activities impacting department operations and coordinates with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues. 
 Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence. 
 Provides staff assistance to the Chief Transportation Officer, including mainline operations assignments.

 Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of rail operations, safety and revenue operations. 
 Responds to and resolves difficult and sensitive citizen inquiries and complaints.

 Minimum Qualifications 
 
 
 Education: A Bachelor&#8217;s degree in business administration, public administration or a closely related field from an accredited college or university. Experience: Five (5) years of (full-time equivalent) verifiable professional experience in station or rail operations program administration and at least two (2) years of management and/or supervisory experience. Other Requirements: Must be physically able to walk wayside on ballast for one mile. Must be physically able to climb aerial structures. Must&#xa0;be&#xa0;physically&#xa0;able&#xa0;to&#xa0;climb&#xa0;two-story&#xa0;stairway&#xa0;to&#xa0;tower&#xa0;locations. Substitution: Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A Bachelor&#8217;s degree is preferred.
