· Transit Experience can be in the public or private sector but must have firsthand
knowledge and experience working directly with federal agencies on grants and
reporting
ESSENTIAL DUTIES AND RESPONSIBILITIES: Duties include but are not limited to the following: · Leading the oversight of the day-to-day efficient, economical operation of fixed route, flex and ADA bus service with the third-party operator and existing Connect Douglas staff. · Assisting the Director with supervision of the operation of the fixed route bus service under the policies and procedures established by the Douglas County Department of Transportation, Douglas County Board of Commissioners, Federal Transit Administration, Georgia Department of Transportation, Atlanta Regional Commission and any other funding/planning partners. · Liaison and first back up to the Director of Connect Douglas. · Review the work products of Connect Douglas staff for the fixed route bus system/service, voucher program, and will be responsible for keeping timelines, work tasks, action plans and communication to the Director, Connect Douglas. · Acting in a supervisory role directly with the Transit Coordinator and compliance officer to oversee the third-party provider that is operating bus service, evaluating the third party’s performance, compliance issues and submitting reports. · Supervise the resolve of service-related issues; collecting on-time reports from the third party and leading the Connect Douglas staff in the review of reports for accuracy. · Assisting the Director of Connect Douglas and staff in improving bus routes and resolving issues with existing routes and bus stop locations. · Negotiating agreements with various locations relating to bus stops, bus access and placement of passenger shelters and trash receptacles. · When requested, making public appearances to promote the bus service and other mobility programs. · Planning, budgeting and implementing route amenities such as passenger shelters and signage. · Leading staff to work with Maintenance Manager and third-party operator to ensure that buses are in safe, proper working order. · Assisting in the oversight and evaluation and scheduling of maintenance and repairs for buses. · Ensuring that buses are always available for the scheduled hours of service. · Lead for Investigating accidents and other incidents involving buses and coordinating reporting and any necessary responsive actions. · Working with Connect Douglas staff and third-party operator on developing and implementing training, safety policies and procedures. · Working with Transit Services Compliance Officer to provide data and ensure accurate, timely submission of reports to FTA and other agencies. · Collaborating with staff to lead planning programs, committees and boards to resolve issues. · Representing Transit Services at certain meetings, programs and presentations. Assisting the Director with the Preparation of materials as needed for these appearances. · Assisting the Director in annual budget preparation for bus service as part of the Transit Services Division’s overall budget. · Operating bus service within the annual budget approved by the Douglas County Board of Commissioners. · Assisting in setting and achieving short- and long-term goals for bus service and other public transportation programs operated by Connect Douglas. · Researching existing and new information, sharing apps and fare collection technologies and developing possible implementation strategies including cost implications and improvements. · Participating in regional, state and other transit associations such as Georgia Transit Association to stay abreast of current industry practices. · Undertaking and successfully completing other tasks as assigned by the Director, Connect Douglas.
QUALIFICATION REQUIREMENTS:
Must have at least 5 years transit experience in a managerial role to perform this job successfully. An individual must have knowledge of FTA requirements and direct experience with FTA grant funding to be able to perform. ELIGIBILITY REQUIREMENTS:
· Must have the ability to handle stressful situations. · Minimum 18 years of age. · Must have and maintain a valid United States Driver's License (Class C), a satisfactory motor vehicle record (MVR) and the ability and willingness to drive a county vehicle; if assigned job duties require the use of a vehicle. · Understanding of federal grant process and reporting. KNOWLEDGE, SKILLS AND ABILITIES: · Knowledge of transit related federal, state and local rules, regulations, ordinances, compliance and other regulatory standards applicable to the work. · Knowledge of TRAMS and NTD reporting. · First-hand knowledge and experience of principles and practices for public transportation operations and contract administration. · Knowledge of effective management and supervisory principles and techniques. · Interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally and in writing. · Skill in researching, compiling, and summarizing statistical data and information materials. · Assist Director and Compliance Officer in the interpretation of rules, regulations and policies for effective decision-making in accordance with established precedent. · Experience with project management software, computers, standard office equipment and standard software applications such as word processors, databases and spreadsheets. · As a leader in the Connect Douglas Department the need to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals and related documentation and to work with the Director to ensure implementation of these rules and adherence to them will be imperative. · Establish and maintain effective working relationships and communications with project consultants, private contractors, vendors, departmental officials and staff and the public. · Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction.
WORK SCHEDULE:
· The normal work schedule for this position is 8 a.m. to 5 p.m., Monday through Friday, although there will be numerous times when the individual is required to work odd/extra hours due to bus breakdowns, accidents, passenger issues, meetings and administrative responsibilities. · Some weekend work, particularly on Saturdays, will be necessary.
Connect Douglas is the transit, public transportation and mobility services division of the Douglas County Board of Commissioners. Services include fixed route bus service, ADA paratransit service, mobility assistance for senior adults and disabled individuals, travel training and Xpress bus service to Atlanta (operated by the Georgia State Roads and Tollway Authority). SUMMARY: This position will require relevant transit agency subject knowledge, good decision-making, problem-solving, communication skills (written and oral), the ability to deal with the public, the ability to meet deadlines and stay on schedule with tasks, and the ability to respond quickly and decisively to unexpected circumstances. The position answers directly to the Director of Connect Douglas and will assist in supervising and directing the Connect Douglas Staff to plan, conduct and complete projects on time, efficiently and economically according to Federal Transit Administration guidelines. If necessary, the position may be asked to step in for the Director to cover committee or board meetings.
