Under the strategic guidance of the MATBUS Coordination Committee and the administrative and organizational direction of the Assistant City Administrator, serves as the department head for the Transit Department. The incumbent is responsible for providing leadership and direction to the management and operation of Transit by establishing goals and objectives within the policy directives set forth by City Administration, the Board of City Commissioners, and the MATBUS Coordination Committee. The incumbent is responsible for providing leadership and direction for the City Transit Department and for establishing goals and objectives within the policy directives set forth by the City Commission and the MATBUS Coordination Committee. The incumbent is responsible for providing the public transit programs to ensure safe and efficient service to the FM Metro Area residents and visitors. The Transit Director also coordinates the provision of transit with neighboring cities, universities, and other transit providers, and oversees leases of city vehicles to other transit providers. The incumbent is responsible for maintaining compliance with federal, state and local statutes, ordinances, regulations and guidelines. The Director guides work unit supervisors in developing, recommending and implementing procedures to accomplish departmental goals and objectives.

The job requires a bachelor’s degree in public administration, business administration, or a related field; and 10 years or more years of experience managing an urbanized transit system; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver’s license or evidence of equivalent mobility is also required.
Knowledge, skills and ability include:

• Thorough knowledge or urbanized transit systems;
• Knowledge of federal and state regulations affecting mass transit;
• Knowledge of computer applications in mass transit and business;
• Knowledge of public administration;
• Knowledge of the Department of Transportation and Federal Transit Administration Drug and Alcohol Testing program and requirements;
• Knowledge of procurement processes, including writing specifications for, and planning and budgeting for capital equipment;
• Skill in public administration, management, and public relations;
• Ability to design, develop and implement transit program proposals and grants;
• Ability to exercise sound judgment in making recommendations and implementing a public transit program;
• Skill in interpreting and applying federal and state regulations;
• Skill in data collection, research, interpretation and analysis;
• Skill in the application of transit planning principles in developing plans and programs, etc.;
• Skill in oral and written presentation;
• Skill in statistical techniques and computer software used in mass transit and business;
• Knowledge of human resource management practices such as training, discipline, delegation, etc.;
• Ability to select competent personnel and to train them to perform their duties in an effective and efficient manner;
• Ability to supervise personnel in a manner conducive to efficient performance and high morale;
